The name Bu̹ Liyà Mudâ is derived from the Sylvin language, as Bu̹ Liyà Mudâ was founded by Tsilî, who was culturaly Warrenese.
Climate
Bu̹ Liyà Mudâ has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a pleasant 23°C (73°F) and its average temperature during the winter being a cool 13°C (55°F). Bu̹ Liyà Mudâ receives an average of 276 cm/y (108 in/y) of precipitation, most of which comes in the form of rain during the summer. Bu̹ Liyà Mudâ covers an area of nearly 268 km2 (107 mi2), and an average elevation of 624 m (2047 ft) above sea level.
Overview
Bu̹ Liyà Mudâ was founded durring the early 12th century in spring of the year 1140, by Tsilî. The establishment of Bu̹ Liyà Mudâ suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Bu̹ Liyà Mudâ was built using the conventions of Warrenese durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Bu̹ Liyà Mudâ is no diffrent. The city's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.
Bu̹ Liyà Mudâ is buildings are arranged arrounded highly ordered system of narrow split-log ties streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Bu̹ Liyà Mudâ's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. Unfortuantly, these political statment focused walls are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
A look around Bu̹ Liyà Mudâ gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. Beneath this surface, the people of Bu̹ Liyà Mudâ can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear Bu̹ Liyà Mudâ places a lot of value on education and being a learned individual.

Bu̹ Liyà Mudâ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Bu̹ Liyà Mudâ's natural decorations nor waterways.
Bu̹ Liyà Mudâ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Bu̹ Liyà Mudâ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Bu̹ Liyà Mudâ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Bu̹ Liyà Mudâ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Bu̹ Liyà Mudâ's locals despise outsiders. For some “outsiders” may be natives of foreign lands, while others might have a grudge against anyone from outside the community. These locals have an active loathing, and the outsiders allowed to trade or interact with them do so at a heavy disadvantage.
Bu̹ Liyà Mudâ's mayor's house was built using a different architectural style from the rest of the town. The style used has a sleek, linear appearance with stylized, often geometric ornamentation. The primary facade of its buildings often featured a series of set backs that create a stepped outline. Low-relief decorative panels can be found at entrances, around windows, along roof edges or as string courses. It was best known for its use of smooth finish building materials such as stucco, concrete block, glazed brick or mosaic tile. Decorative details can incorporate various artistic or exotic motifs to suit the building's function or the architect's whim. Chevrons, zigzags, and other geometrical motifs are common forms of ornament.
The Thoqqua near Bu̹ Liyà Mudâ are known to be a mutant strain of the creature.
Bu̹ Liyà Mudâ's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves destroying a prepared ritual vessel to channel Wild Magic energies of tier 2 via mimery.
